DOING BUSINESS WITH THE ALBANY PORT DISTRICT COMMISSION:
The Port of Albany is the Logistics Hub of Upstate New York moving cargo by ship, rail, and roadway generating a positive economic impact to the region. The APDC manages the publicly owned maritime Port of Albany-Rensselaer, driving the economy of the Capital Region and beyond. Procurement opportunities vary depending on projects and need. Procurement opportunities can be found here on our website and on BID NET and NYS Contract Reporter.
Frequent procurements include the following: Cleaning and maintenance materials, office supplies, mechanic supplies, misc. tools and equipment, paint, road and building maintenance supplies. Pursuant to New York State Executive Law Article 15-A, the APDC recognizes its obligation under the law to promote opportunities for maximum feasible participation of certified minority- and women-owned businesses (MWBEs) in the performance of APDC contracts. The APDC advises all potential service providers that disadvantaged, minority and women-owned business enterprises will be afforded full opportunity to submit proposals in response to this notice and there will be no discrimination on the basis of race, creed, color, sex, national origin, disability or marital status in the award of the contract or any subcontract.

Veteran’s Services Law Article 3 provides for more meaningful participation in public procurement by certified Service-Disabled Veteran-Owned Businesses (“SDVOBs”), thereby further integrating such businesses into New York State’s economy. ACTIVE: REQUEST FOR INFORMATION ENVIRONMENTAL PLANNING
The APDC invites licensed, experienced environmental engineering consultants to submit information describing
the assessment strategies, planning needs, best practice examples and all related costs of conducting and producing
reports for the following:
• Emissions Inventory
• Emissions reduction strategy analysis
• Consultative Services in the development of reduction target
• Consultative Services in the Port Emissions Reduction Plan
• Port Resiliency Assessment
• Workforce Planning Analysis
• Consultative Services for the implementation of an Environmental Management System (e.g. ISO 14000)
• Consultative Services for the development of a Sustainable Infrastructure Management Plan such as
ENVISION
Please be sure to include in your submission any and all services your company can provide in regard to the above,
the experience levels and references of staff, and all costs associated with the service. Please share any additional
information you may feel relevant.
Please note that this Request for Information (RFI) is for informational purposes, and no contract will be awarded as
a result. A firm or organization’s response to the RFI—or lack thereof—will not impact subsequent Request for Bid

ACTIVE: REQUEST FOR INFORMATION ZERO EMISSION EQUIPMENT
The APDC invites vendors of heavy equipment, cranes, and also boat vendors to provide details,
specifications, and pricing of your company’s merchandise and inventory of zero emission heavy
equipment. In particular interest are forklifts, mobile harbor cranes, street sweepers, and patrol
boats. Forklifts must have a minimum lift capacity of 55K tons. Mobile Harbor Cranes must have a
minimum of 144K ton lift capacity.

ACTIVE: Marmen Welcon Tower Manufacturing Facility Request for Information
The Port of Albany (APDC) is an operational year-round port and is undertaking a Port expansion to construct an offshore wind tower manufacturing facility to be in production in December 2023. The APDC Port expansion tower manufacturing facility operators’ current project schedule expects shipping from the factory commencing outbound shipment at fiscal week 25 of the year 2025.

APDC is currently assessing interest in the logistics for the future Marmen Welcon tower manufacturing facility. This Request for Information (RFI) is intended to gauge interest in the different scopes of work involved in the movement of tower sections from the staging space at the wharf to the outbound vessel. This RFI is also intended to get budgetary pricing for the different scopes of the logistics.
Any response or lack of response has no bearing on any future RFPs from APDC or any other party that may be responsible for these scopes for the project. It is also worth noting that APDC may not be ultimately responsible for procuring any or all the scopes of work.
The scopes of work will be described as a comprehensive shipment scenario. Please see the attachment for details.

Port of Albany Geotechnical Engineering Report Proposed Marmen Manufacturing Facility Port of Albany, New York Terracon Project No. JB215020
The Geotechnical Engineering services for the referenced project is attached here. This study was performed in general accordance with Terracon proposal no. PJB215020 and the agreement for subconsultant professional services between McFarland-Johnson and Terracon entered into on or about June 1, 2021. This report presents the findings of the subsurface exploration and provides geotechnical recommendations concerning earthwork and the design and construction of foundations, floor slabs and pavements for the project.
Terracon submitted a draft geotechnical report for this project in October 2021, and we understand the design team has completed their review of the draft report. This final report has been prepared cognizant of comments made through the review and evaluation process and has been updated and/or revised accordingly.
