APDC Board Members 2023

The Albany Port District Commission (APDC) is the government entity charged with operating the Port of Albany. Created by the laws of the State of New York in 1925, the Commission consists of five members, four appointed by the Governor upon nomination of the Mayor of Albany, and one appointed by the Governor upon nomination of the Mayor of Rensselaer.

The APDC meets monthly, with Committee meetings held as required.

Commission Members

Georgette Steffens, Chair

Commissioner Steffens has been the Executive Director of the Downtown Albany Business Improvement District since 2009. She oversees the marketing of and visual improvements to Downtown, office attraction and retention programs, residential conversion incentive programs, and special events targeted to draw visitors to the Downtown area. In addition, she is a Board member on the Bethlehem Industrial Development Agency and the Bethlehem Girls Basketball Club. Appointed by the Governor in 2012.

 

Joseph E. Coffey, Jr., P.E., Treasurer

Commissioner Coffey was appointed Commissioner of the City of Albany Department of Water and Water Supply in 2014. He is responsible for the city’s water source, treatment and distribution, combined sewer, and storm water systems. He is a licensed NYS Professional Engineer and has held management positions for more than 45 years, including executive leadership at consulting engineering firms and as Executive Director of the University Heights Association in Albany. He has served on many professional, business and community boards. He holds a BS  in Engineering from Boston University and a MEng from Rensselaer (RPI). Commissioner Coffey serves as Chair of the Finance Committee. Appointed by the Governor in 2014.

 

Dominick Tagliento, Secretary

Commissioner Tagliento served as the Commissioner for both the Department of Public Works and the Water and Sewer Department for the City of Rensselaer from 2013 to 2019. Prior to that, he served the City of Rensselaer as a Councilman representing the 5th Ward.  He was also a successful small-business owner, operating Tagliento’s Deli in Rensselaer for more than 45 years. Commissioner Tagliento serves as Chair of the Governance Committee. Appointed by the Governor in 2009.

 

Michael Cinquanti, Esq., Assistant Secretary

Commissioner Cinquanti brings a background in law and government relations to the Board. He is the Founding Partner of Genium and a longtime resident of Albany. His advocacy spans multiple areas including labor, business regulations, procurement, infrastructure, and tax law. He’s been recognized as a Trailblazer in Clean Energy, one of Labor’s Rising Star by City & State, and serves on the Board of Directors of the Advance Albany County Alliance. He holds a BS from Ithaca College and a JD from Albany Law School. Commissioner Cinquanti serves as Chair of the Audit Committee. Appointed by the Governor in 2019.

 

Warren W. Abriel Jr.

Commissioner Abriel is a fourth-generation Albany firefighter, who after 46 years of service, retired as Chief of the Albany Department of Fire and Emergency Services. Chief Abriel was responsible for the leadership and management of the 260-person department. He serves as an adjunct professor at SUNY Empire State College teaching management and fire service courses and serves as a Board Member of the Albany Municipal Water Finance Authority. He holds a MPA degree from Russell Sage College. Appointed by the Governor in 2021.
